SpecterAI and HPT turn Vietnam PQC partnership into training and migration roadmap
SpecterAI Quantum Security and HPT Vietnam signed an action plan for PQC training, a five-phase migration service and compliance assessments for Vietnam.
Vietnamese IT services company HPT Vietnam Corporation and post-quantum cryptography specialist SpecterAI Quantum Security have signed the detailed schedules and action roadmap for a strategic partnership they first agreed in June 2026. According to the joint press release, the signing took place on October 28 and moves the deal from a framework to execution: bringing PQC migration services and quantum-security training to Vietnamese banks, enterprises and public bodies.
What was agreed
Under the agreement HPT becomes a Preferred Partner of SpecterAI in Vietnam across three service lines:
- Training. The courses build on SpecterAI's curriculum of 55 AI-proctored hands-on labs. Topics include Shor's algorithm, the ML-KEM and ML-DSA standards (NIST FIPS 203 and 204), and auditing of VPN, TLS and PKI systems. HPT's own engineers go first, followed by cohorts from banks and government agencies.
- Migration. A five-phase service: cryptographic inventory and generation of a Cryptographic Bill of Materials (CBOM), risk prioritization, migration planning, implementation and testing, and independent validation.
- Compliance. Assessments against NIST FIPS 203, 204 and 205 and Vietnamese standards, with certification issued by accredited bodies including SpecterAI's partner CCLab.
The split of roles is deliberate. HPT handles client relationships, project management and implementation. SpecterAI provides technical support and the final validation, because, the partners say, whoever performed the migration work cannot also validate it.
Why it matters
A CBOM is the starting point for most migration programmes: a list of the algorithms, certificates, keys and cryptographic libraries an organization depends on. SpecterAI's website says its Ho Chi Minh City team built a proprietary auditing platform, SPECTER, for this work, with five patents pending. During the signing, SpecterAI chief technical consultant Michael Thompson explained how the inventory phase can be completed even for clients on air-gapped networks.
The partners link the timing to international deadlines. The release cites NIST's final IR 8547, published on October 27, which deprecates quantum-vulnerable public-key algorithms such as RSA and elliptic-curve cryptography from 2031 and disallows them after 2035 (our coverage). It also cites the European Union roadmap, which asks for high-risk systems to migrate by the end of 2030. "With international deadlines now set, organizations need to prepare," said Nguyen Thanh Nam, HPT's deputy CEO, who reported interest from banks and other enterprises.
What to watch
Next comes certification of HPT engineers through SpecterAI's Train-the-Trainer programme, followed by joint enterprise cohorts and PQC migration workshops for Vietnamese banks and companies. HPT is also considering a Quantum Security Readiness Assessment for its own systems as the first step of its own migration, according to SpecterAI APAC chairman Dr. Peter Huynh. HPT operations supervisor Dr. Trinh Ngoc Minh added that universities, including MBA programmes, are asking for quantum-security and quantum-computing training.
